SCO Overview
The Shanghai Cooperation Organization (SCO) was proclaimed on June 15, 2001 in Shanghai, China. Alongside the United Nations and the European Union, it is regarded as one of the three major permanent intergovernmental international organizations. It is the only regional international organization founded on Chinese soil, the only one named after a Chinese city, and the only one whose permanent bodies are based in China, laying the foundation for the joint building of the Belt and Road.

Ministerial Meeting Mechanism
Ministerial meetings cover foreign affairs, security, economy and trade, science and technology, education, culture, transport and many other fields, with ministers of the corresponding departments of member states attending the relevant meetings to jointly plan cooperation in their respective areas.

SCO Secretariat
The principal permanent executive body in Beijing, coordinating the Organization's cooperation with observer states, dialogue partners and international organizations
Located in Beijing, the Secretariat is the principal permanent executive body of the Shanghai Cooperation Organization. It provides coordination, information analysis, legal and organizational-technical support, performs document-keeping functions, and coordinates the Organization's cooperation with observer states, dialogue partners and international organizations.
The SCO Secretary-General is appointed by the Council of Heads of State for a three-year term

The world's largest regional international organizationMarking the SCO's 25th anniversary, China has clearly identified the SCO as a priority region for high-quality Belt and Road cooperation and for implementing the Global Development Initiative.
China and SCO member states have signed the SCO Economic Development Strategy to 2030 and the Programme of Multilateral Trade and Economic Cooperation of SCO Member States, advancing cooperation under the framework of the SCO Year of Sustainable Development.
The Chinese government actively promotes the second decade of the Belt and Road Initiative, encouraging Chinese enterprises to engage in international economic cooperation and competition.
China will establish three China-SCO cooperation platforms for energy, green industries and the digital economy, as well as three cooperation centers for scientific and technological innovation, higher education, and vocational and technical education.
China-SCO Sci-Tech Innovation Cooperation Center
The Center's mission is to serve high-level visits and head-of-state diplomacy, and to advance sci-tech innovation cooperation and the international development of enterprises within the SCO framework.
Upgraded from the former China-SCO Technology Transfer Center, the Center is a national official platform operating on market-based mechanisms.Headquartered in downtown Qingdao, on a 20,000 m² site。
