President Xi Jinping Attends the SCO Tianjin Summit and Delivers an Important Speech, Announcing the Establishment of a Sci-Tech Innovation Cooperation Center

The 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization Member States was held in Tianjin in 2025. President Xi Jinping attended the summit and delivered an important speech, announcing that China will establish three China–SCO cooperation platforms for energy, green industry, and the digital economy, as well as three cooperation centers for sci-tech innovation, higher education, and vocational and technical education.

The China–SCO Sci-Tech Innovation Cooperation Center was upgraded from the former China–SCO Technology Transfer Center. Operated through market-based mechanisms, it is a national official platform whose mission is to serve high-level visits and head-of-state diplomacy, and to advance sci-tech innovation cooperation and the international development of enterprises under the SCO framework.

Headquartered in downtown Qingdao, the Center covers 20,000 square meters and houses a headquarters reception hall, a roadshow hall, conference rooms, exhibition areas, and an enterprise service zone, providing comprehensive capacity for sci-tech innovation cooperation under the SCO framework.
